AGENDA ITEM #1 Call to Order
Robin called the meeting to order. A quorum is present.
AGENDA ITEM #2 Approval of the Minutes of last meeting.
The Minutes from the last two meetings have not been completed so can’t be considered at this time. Minutes from the February 9 Board Meeting were approved. Robin asked if anyone had any special thoughts on the February 16th General Membership Meeting. The feedback was generally positive.
AGENDA ITEM #3 Treasurer’s Report
Chris Woolaway reported that we currently have $1,692.47. $510. contribution from Jeff Brennan and Horizon Lines. The money from Jeff is matched by Horizon as part of their Company’s community service program. Robin extended his thanks to Jeff. $96 was spent on the Doug Vann award for retired Capt. Terry Rice.
AGENDA ITEM #4 Next Membership Meeting Topics
• The USCG will present a summary of the Major Findings on the Cape Flattery grounding. This will include the lessons learned.
• Navy Environmental is willing to put on a short presentation on how the Navy handles their waste at sea.
• Bill Anonsen will speak to issues that will be brought up to the Legislature for consideration.
• The Whale Foundation will give us an update on any Whale Issues and current information on the whale that was recently freed from fishing gear.
• USCG will provide a general briefing on the Heavy Weather Plan and will present the new Port Preparedness Plan that discusses port preparations, vessel dispersion, etc. Elements of the plan will also be tested during the upcoming Hurricane Exercise in May.
• The State may want to brief the membership on cruise ship terminal improvements.
AGENDA ITEM #5 Pending HOST Safety Issues
• Safety at Sea Seminar – Rick Shema is not here and with Susan Jacquelin leaving we have nothing new at this point.
• SOP 7-98 Multiple Cruise Ships visiting Offshore Port Anchorages.
Kim reported that the next double ship days will be March 15 & 16. Current plans are to go to Kona at the early morning of March 16th.
• SOP 10-98 (Draft) Vessel Dispersion Plan – LCDR Rick Raksnis.
He is looking to hand this off to someone as yet unidentified because it looks like it may be a subcommittee that will outlast his tenure here in Hawaii . There is a subcommittee being formed and it looks like LCDR Gary Messmer will be in charge. It is looking good in the sense that the parties are communicating and the go – no go decision making points are being discussed. The worst case scenarios are being discussed. It is never going to be perfect but plans are being discussed. Our goal is to have something to HOST by early May. Hurricane season starts in June.
• Shore Entry Safety Subcommittee – Robin has established a subcommittee to review this and they have had one meeting. They are looking at what we can do to make certain that people can get back out of the water in various rough shoreline areas. The problem is not getting in but getting out. One of the things we are looking at is resurrecting the “obelisk” markers that have historically marked shorelines or areas where people have died. Many of these markers have deteriorated to the point they don’t exist. By replacing these and combining them with educational initiatives, hopefully progress can be made.
AGENDA ITEM #6 Old Business
• The Harbor Safety Conference will be April 26th – 28th in Washington DC . Robin is asking permission to spend about $800. to fund his Registration costs and other incidental expenses. He will pay his own air fare. Kim moved that he be allowed to spend these funds and the motion was seconded by Kimo Corstorphine. The motion passed unanimously.
• HOST presented the Doug Van award to Captain Terry Rice (Retired) who is leaving Hawaii to move to Seattle . He has taken a civilian position with District 13. He was very appreciative and surprised. He has been very supportive of many community efforts and will be missed.
AGENDA ITEM #7 New Business
• The U.S. Coast Guard is seeking applications for membership on the Commercial Fishing Industry Vessel Safety Advisory Committee (CFIVSAC). The committee (CFIVSAC) advises the agency on safety issues relating to the fishing industry. Please refer to the notice that appeared in Federal Register ( 71 Fed Reg. 11438). Applications must be submitted by April 1, 2006 .
AGENDA ITEM #8 USCG Concerns
• Air-Sea Disaster Rescue Plan: CG Sector Honolulu held the 2nd of 4 scheduled workshops to create the first Interagency Plan for Hawaii & Am Samoa. Many thanks are due to the support of civil defense, local fire/police & DOT Airports, TSA, et.al. The next workshop is 10 Mar on Maui , and the final will be held 31 Mar on Oahu at CG ISC Sand Island (Club 14).
• Area Contingency Plan: The latest update (Change 5) is posted on homeport.uscg.mil and addresses responses to spills of oil and HAZMAT. It is compliant with the National Response Plan.
• Maritime Terrorism Plan: Progress continues towards development of a consolidated, post-9/11 plan. Please contact the CG Sector Planning Staff for specifics.
• Heavy Weather Plan: A general briefing will be presented at the 20 Apr HOST General Membership meeting, and will present the new Port Preparedness Plan that discusses port preparations, vessel dispersion, etc. Elements of the plan will also be tested during the upcoming Hurricane Exercise in May. More to follow at the 20 Apr brief.
• Marine Firefighting & Salvage Plan: A briefing & port review is scheduled for 22 Mar at CIC, and will address ongoing updates to the plan and provide an opportunity to involved agencies & organizations to get a refresher on their respective roles & responsibilities.
• Capt. Brown thanked the maritime community for their assistance during a recent hoax May Day call. The investigation is continuing.
• The PRIDE OF HAWAII is coming to Hawaii and the Coast Guard is ready.
• On Feb. 17 RADM Wurster received his third Star from President Bush and will be moving to his new command on the mainland.
• June 15 is Change of Command for Capt. Brown.
AGENDA ITEM #9 – State of Hawaii Concerns ( DOT Harbors and DLNR) The State representatives had presented earlier in the meeting.
AGENDA ITEM #10 – Coast Guard Auxiliary Issues – John Regan reported that the Auxiliary will be presenting at the Division Meeting.
AGENDA ITEM #11 – Announcements:
• AIS System Presentation – Capt. Brown said that this process provides important information and an increase of eyes on sensitive areas with the networking of video feeds. The linking security equipment from all waterfront users is also important.
• Letter of Appreciation to Ed Enos for coordinating Dave Lyman’s service – Chris will draft letter for Robin.
Robin asked if there were any further comments. Hearing none he adjourned the meeting at 4:00 .
