Advisory Board Meeting Minutes

Treasurer’s Report:
- Account balance: $7,007.26.
- Only expense was reimbursement to G. Nelson for website hosting expenses- $132.57.
- Changed address to: HOST Hawaii

Old Business:
- State recognition. No update.
- Honolulu Harbor Festival/Maritime Week 2022. Begun long-range planning. Email wmanonsen@themaritimegroupllc.com if you are interested in participating.
- “If Found” sticker update: met with Runjob (QR code specialists). Developing scope & quote for board review.

New Business:
- Authorized $150.00 spending for HOST Zoom Account, good for 1 year.
- Todd & Cliff from DOBOR presented on the new requirement for vessel owners to have their vessels titled. The process is still being developed, but titles will generally be issued in person during yearly registration at the DOBOR office, starting 5/1/21. Vessel owners will be asked to present proof of ownership; if no proof is available, DOBOR records may be used to indicate ownership. HOST will send out updates and instructions for the boating community as they become available.
- LCDR Williams presented regarding the recreational boat cut-off switch law, in effect as of 4/1/21 & confirmed with D14 Legal that the law is applicable only to vessels under 26’ built after 2019.

USCG Concerns:
- LCDR Williams gave an update on buoy moves related to the ongoing Honolulu Harbor dredging.
- Bill Marhoffer mentioned the dates of upcoming meetings of interest to the HOST community.

City and County Concerns (Ocean Safety Division):
- John Titchen commented on a years-long trend of visitors who are seeking unconventional/possibly dangerous water activities. Many visitors are looking to “get off the beaten path” and can put themselves in harms way. This trend is linked with increased likelihood of water rescues and potentially dangerous situations.
- The C&C Ocean Safety Division is in the process of standing up its Dawn-to-Dusk program as the Fire Department draws down its jet ski fleet. The area to be covered during daylight hours is too large to be fully manned with current resources, so the Dawn-to-Dusk program will rely on mobile resources as well as fixed ones.

NOAA Concerns:
- John Bravender stated that he is currently working to ensure that the local TV stations are receiving the proper & timely emergency alerts.
- The Central Pacific Hurricane Season outlook will be presented virtually on May 19^th. Webinar registration info to follow.

Hawaii Pilots Concerns: The president of the Pilots Association asked all HOST members to encourage the state to keep investing in harbor improvements, as the ships are only getting bigger & the waterways/piers more crowded.
